Why do we need a General Plan?
State law mandates that every city and municipality has a General Plan that includes a future land use map and a moderate income housing plan in addition to the three topics described above. More information about general plan requirements can be found here in a LUDMA document. LUDMA, or the Land Use, Development, and Management Act, authorizes and governs land use and zoning regulation by cities and counties, and establishes mandatory requirements that local governments must follow. Although local governments have fairly broad discretion to make land use decisions, LUDMA is ultimately the controlling authority. Local governments must comply with its requirements, and with the zoning ordinances adopted under LUDMA authority.
